Call for external support: External expert for the development of a methodology and pilot analysis of vacant and underutilised residential buildings in Ljubljana
The Innovation and Development Institute of the University of Ljubljana (IRI UL) invites interested organisations and individual experts to submit proposals for the provision of consultancy services under the EUKI-funded project Invisible Buildings.
The assignment concerns the development of a methodology and the implementation of a pilot analysis for identifying vacant and underutilised residential buildings and housing units within the City of Ljubljana.
About the Invisible Buildings project (EUKI)
Invisible Buildings addresses the challenge of vacant and underutilised buildings in European cities by developing and testing methodologies for their identification, assessment, and activation for affordable housing and sustainable urban regeneration.
The Slovenian pilot focuses on developing a practical, data-driven methodology for identifying vacant and underutilised residential buildings and housing units and preparing evidence to support future municipal and national housing policies and interventions.
Scope of the assignment
The selected consultant will provide expert support in:
- developing a methodology for identifying vacant and underutilised residential buildings and housing units;
- reviewing and assessing relevant data sources;
- preparing a geo-referenced property database;
- carrying out a spatial analysis of the selected pilot area in Ljubljana;
- classifying and prioritising identified properties according to their housing activation potential;
- preparing recommendations for the further development of the methodology and future housing policies.

Expected implementation period: August 2026 – December 2026
Contract value: max EUR 15,000 (VAT included).
Required expertise
Applicants should demonstrate experience in one or more of the following fields:
- Geographic Information Systems (GIS) and spatial analysis;
- Geodesy and cadastral systems;
- Spatial and urban planning;
- Data analysis and spatial data integration;
- Real estate and cadastral databases;
- Housing policy and housing market analysis;
- Development of analytical methodologies and applied research.
Preference will be given to applicants with experience working with GURS, SURS, municipal spatial datasets, or similar analyses related to vacant buildings or housing stock.
Submission of Proposals
The proposal should include:
- Administrative information, including the applicant’s name, correspondence address, telephone number, email address, and (for organisations) a list of proposed experts together with their CVs;
- Technical proposal, describing the proposed methodology, analytical approach, tools to be used, and an indicative work plan;
- Financial proposal.
