How to identify which buildings should be renovated together – and why?

Within the BARRIO project, we have published a new report, “Report on the clustering methodology”, which addresses one of the key barriers to building renovation: fragmentation.

Instead of individual projects, the document introduces an approach to grouping buildings into meaningful clusters and treating them as a single project at the neighbourhood level. This approach enables greater impact, better organisation, and more efficient use of resources.

Renovation is not only a technical challenge, but above all a question of how to connect people, align their needs, and define optimal areas that enable more integrated renovation and contribute to the transformation of cities in line with emerging challenges and needs.

What does the report offer?

  • an overview of European good practices in aggregated renovation (e.g. Opengela, AGREE, ARCAS),
  • a methodology for identifying and analysing buildings based on technical, environmental, and social indicators,
  • a framework for using data (e.g. GIS) to define priority areas,
  • steps for moving from analysis to concrete “clusters” and joint renovation projects.

Who is it for?

  • municipalities and decision-makers,
  • urban planners and energy experts,
  • solution providers and financial institutions,
  • anyone developing neighbourhood-level renovation strategies.

The report represents an important step towards more systematic, data-driven, and inclusive renovation of Europe’s building stock.
