Spotlight on OSS at C4E Forum 2025!
Last week, project partners from IRI UL – Institute for Innovation and Development of University of Ljubljana, Eco Fund, Slovenian Environmental Public Fund, Prosperia and the Municipalities of Ljubljana and Velenje took part in the C4E Forum in Cavtat, where over 200 professionals gathered to exchange on advancing energy efficiency solutions in Central and Eastern Europe.

Key takeaways from our Renov-AID workshop:
- One-Stop Shops (OSS) are not just helpful—they’re essential for achieving deep renovation targets at EU and local levels.
- OSS provide a lifeline to homeowners—simplifying complexity, building trust, and integrating financial, technical, and social services.
- Locally rooted approaches are key: from language-sensitive outreach to bundled SME offerings, successful OSS models are already in action across Europe.
But challenges remain:
Despite available technologies and strong momentum, OSS initiatives still face structural barriers: low public awareness, fragmented supply chains, limited municipal capacity, workforce shortages, and a lack of stable financing mechanisms. These gaps must be addressed to avoid slowing the just transition.
What’s needed next:
- Stable, long-term funding models for OSSs
- Support and training for municipalities and local actors
- Showcasing & scaling up proven local OSS models to national and EU levels
In today’s context of rising energy prices, inflation, and climate uncertainty, OSSs represent more than renovation tools—they’re vital mechanisms for resilience, equity, and the right to live in healthy, energy-efficient homes.
