The revisions of the Energy Efficiency Directive (EED) and the Energy Performance of Buildings Directive (EPBD) introduce new provisions, one of which is the establishment of “one-stop shops” (OSS) to support and promote energy renovations across Europe. The aim of these OSS is to streamline the process for property owners by offering integrated renovation services, including project design, financing, and execution. EU Member States have two years from adoption at the European level to incorporate these updated provisions into national legislation. Based on EED and EPBD timelines, the transposition deadline is set for 2026.
The main goal of the Renov-AID project is to establish an initial “One-Stop Shop” (OSS) model in Slovenia and implement the first pilot projects in three Slovenian cities (cities within the 112 Mission Cities): Ljubljana, Kranj, and Velenje. In these three pilot cities, Renov-AID will provide citizens with integrated services for comprehensive residential renovations, offering a unified approach from information and consultation to financing and technical advice. Renov-AID aims to raise awareness and accessibility of renovation-related technical and financial services for individuals, while also enabling local municipalities and other stakeholders to establish a stable and sustainable infrastructure for renovation (OSS model).
This approach seeks to address current challenges in building energy renovation in Slovenia. Despite having a certain framework for energy efficiency, Slovenia continues to experience high energy costs, significantly impacting all residents, especially vulnerable population groups (with a high percentage of households experiencing energy poverty). The project thus aligns with the European goal of transitioning toward an energy-efficient building sector, in line with the “Renovation Wave for Europe,” aiming to accelerate comprehensive residential renovations in Slovenia.
The project’s outcome will be the establishment of an OSS network in Slovenian municipalities, enabling local demand-supply coordination, promoting effective renovation execution, and thereby improving living conditions, reducing CO₂ emissions, and increasing energy efficiency in residential buildings.
