How to establish effective One-Stop-Shops (OSS) for integrated renovations? Renov-AID presents key findings in its report

Within the framework of the Renov-AID project, Deliverable D2.2: Barriers, Practices and Innovations for Renovation has been developed. The report provides an in-depth analysis of challenges related to energy and seismic renovation of residential buildings and defines a One-Stop-Shop (OSS) model for three pilot cities: Ljubljana, Kranj, and Velenje.

The report combines the results of a gap analysis (technical, legal, financial, supply-chain, and motivational barriers), a review of European best practices (EU Peers community), and concrete proposals for organizing physical and digital OSS points at the municipal level.

What does the report deliver?

  1. Systematic identification of renovation barriers. The document breaks down the key gaps currently hindering integrated renovations in Slovenia: from fragmented procedures and the grey economy to the lack of integrated turn-key packages and coordination challenges among apartment owners.
  2. Overview of best European OSS practices. Based on the analysis of 57 European OSS models, the report highlights the key elements of successful OSS centers: a single contact point, interdisciplinary teams, blended financing models, and post-project monitoring (eco-coaching).
  3. An OSS model tailored to the Slovenian context. A customized model has been developed, building on the existing ENSVET network. It includes integrated technical, financial, and legal service packages and defines the role of municipalities as key supporting partners in establishing local OSS points.
  4. A proactive subsidy management model. Special emphasis is placed on developing a digital, algorithm-based system for targeted homeowner notifications regarding potential measures and subsidies, based on the integration of public registries (EnergIS, e-Prostor). The objectives are to simplify procedures, increase fund uptake, and reduce informal construction practices.
  5. A replication framework for other municipalities. The report also outlines an organizational and procedural framework (front office, back office, CRM, KPI indicators) that enables pilot testing and the subsequent scaling of the model across Slovenia.
